الفرصة الضائعة وفضيحة الأجواء المستباحة
منذ عشر سنوات مضت طرح الرئيس المصري عبد الفتاح السيسي رؤية استراتيجية جريئة لتأسيس جيش عربي موحد .
كان الهدف واضحًا وبسيطًا : حماية الأمن القومي العربي من التهديدات الإقليمية المتصاعدة ، وخلق توازن ردع يمنع القوى الخارجية من العبث بمصير المنطقة .
لكن الفكرة قوبلت برفض صريح أو تحفظ مبطن من بعض الدول العربية ، ففشلت المبادرة قبل أن ترى النور .
اليوم وبعد مرور عقد كامل ، يبدو أن ذلك الرفض كان بمثابة توقيع غير مباشر على شيك مفتوح لاستباحة السيادة العربية .
فما نشهده من فضائح متكررة في استباحة الأجواء وفتحها أمام الطائرات الإسرائيلية أو القوى الخارجية الأخرى ما هو إلا نتيجة طبيعية لغياب المظلة الدفاعية العربية المشتركة .
حين طرح السيسي المشروع ، لم يكن يتحدث عن حلم رومانسي أو شعار عاطفي ، بل كان يقرأ التحولات الخطيرة في ميزان القوى .
ففي الوقت الذي تمتلك فيه إسرائيل جيشًا متطورًا مدعومًا بالغرب ، وتملك إيران منظومة تسليح إقليمية وأذرعًا مسلحة ، وتتحرك تركيا في فضاءات متعددة ، ظل العالم العربي مشرذمًا ، كل دولة تحارب معركتها وحدها ، أو بالأحرى تتلقى الضربات وحدها .
رفض تشكيل جيش عربي موحد كان يعني ببساطة ترك الأجواء العربية مكشوفة .
ترك القرار السيادي مربوطًا بأهواء خارجية .
وترك الشعوب أمام واقع مرير تتحكم فيه القوى الكبرى دون اعتبار للقوانين الدولية أو لمبدأ السيادة .
اليوم ندفع ثمن هذا الرفض .
الأجواء العربية تحولت إلى ممرات مفتوحة لعمليات عسكرية غير مشروعة .
الرادارات التي كان يفترض أن تكون عيونًا للأمة ، تغمض عينيها عن اختراقات خطيرة حين يكون الطرف هو إسرائيل ، لكنها تشتعل إذا كان الخطر من طرف آخر .
ازدواجية فاضحة تكشف أن غياب القوة الموحدة جعل القرار العربي مرهونًا بحسابات ضيقة ومصالح آنية .
إن ما طرحه السيسي لم يكن دفاعًا عن مصر وحدها ، بل كان مشروعًا لإنقاذ الأمة من لحظة الضعف التي نعيشها اليوم .
مشروع لو أنه تحقق ، لما تجرأ أحد على استباحة سماء قطر أو غيرها من العواصم العربية .
ولوُجدت قيادة موحدة تتحدث باسم العرب جميعًا وتفرض معادلات ردع تحترمها القوى الإقليمية والدولية .
القانون الدولي يمكن أن يُخترق إذا لم يكن وراءه قوة تفرض احترامه .
الميثاق والاتفاقيات لا تردع الطائرات ولا توقف العدوان ، بل القوة وحدها هي التي تصنع الاحترام وتجعل السيادة خطًا أحمر لا يمكن تجاوزه .
والقوة لا يمكن أن تكون شاملة ومؤثرة إلا إذا توحدت تحت راية جامعة .
لقد رأينا كيف تعامل العالم مع مجرد سقوط مسيّرات روسية في بولندا بالخطأ .
قامت الدنيا ولم تقعد ، واعتبر الحادث اعتداءً على سيادة دولة عضو في الناتو .
فكيف تُستباح سماء عربية بشكل ممنهج ولا يتحرك أحد ؟
الجواب ببساطة : لأننا لم نمتلك جيشًا عربيًا موحدًا يفرض الردع ، ولأننا فرطنا في مشروع كان يمكن أن يغير التاريخ .
إن ما يحدث اليوم من استباحة للأجواء ليس مجرد خيانة أو قرار سيادي خاطئ ، بل هو النتيجة المباشرة لفشلنا في بناء منظومة دفاع عربية متماسكة .
غياب الجيش الموحد جعل كل دولة هدفًا سهلًا ، وأعطى القوى الكبرى ضوءًا أخضر للتدخل كما تشاء .
وترك الشعوب في حالة غضب ويأس ، وهي ترى السماء التي يفترض أن تحميها تتحول إلى أداة بيد العدو .
من رفضوا الفكرة يومًا كانوا يتذرعون بالسيادة الوطنية ، بينما السيادة اليوم تُنتهك أمام أعينهم .
وكانوا يخشون من أن تتحول القوة العربية إلى عبء سياسي ، لكنها تحولت اليوم إلى غياب مكلف يفتح الأبواب لكل التدخلات .
المفارقة أن ما خافوا منه تحقق بالعكس : فقدان السيادة بدلًا من حمايتها .
الجيش العربي الموحد لم يكن حلمًا بعيدًا ، بل كان ضرورة وجودية .
وكل يوم يمر دون عودته إلى الطاولة هو خسارة جديدة تضاف إلى سجل التراجع العربي .
ولعل الدرس الأكبر أن السيادة لا تُحمى بالشعارات ولا بالتمنيات ، بل بقوة رادعة ، جيش موحد ، وقرار لا يُباع ولا يُشترى .
وماذا بعد ؟
بعد أن انكشفت الأجواء وظهرت الخيانة ، هل آن الأوان لمراجعة الموقف ؟
هل تدرك العواصم التي رفضت الأمس أن الثمن اليوم أصبح أضعافًا مضاعفة ؟
إن التاريخ يمنح فرصًا قليلة ، وإذا ضاعت فإن ثمنها يُدفع أجيالًا كاملة .

The Unified Arab Army : The Lost Opportunity and the Scandal of Violated Skies
Ten years ago , Egyptian President Abdel Fattah El-Sisi put forward a bold strategic vision to establish a unified Arab army .
The goal was clear and simple : to protect Arab national security from rising regional threats and to create a balance of deterrence that would prevent foreign powers from manipulating the fate of the region .
But the idea was met with either outright rejection or veiled reservations from some Arab states , and the initiative failed before it could come to life .
Today , a decade later , that rejection seems to have been an indirect signature on a blank check for the violation of Arab sovereignty .
What we are witnessing now , with repeated scandals of airspace being opened to Israeli aircraft and other foreign powers , is nothing but the natural result of the absence of a unified Arab defensive umbrella .
When El-Sisi proposed the project , he was not talking about a romantic dream or an emotional slogan , but was reading the dangerous shifts in the balance of power .
At a time when Israel possesses an advanced army backed by the West , Iran commands a regional arms network and armed proxies , and Turkey projects its power across multiple arenas , the Arab world remained fragmented , each state fighting its own battles alone , or rather taking the blows alone .
Rejecting the creation of a unified Arab army simply meant leaving Arab skies exposed .
Leaving sovereign decision-making tied to external interests .
And leaving the people to face a bitter reality dictated by major powers without regard to international law or the principle of sovereignty .
Today we pay the price of that rejection .
Arab skies have turned into open corridors for illegitimate military operations .
Radars that were meant to be the eyes of the nation shut themselves against grave violations when the party is Israel , yet flare up when the threat comes from others .
A blatant double standard that reveals how the absence of unified power has left Arab decisions hostage to narrow calculations and short-term interests .
What El-Sisi proposed was not only about defending Egypt , it was a project to rescue the Arab nation from the very weakness we witness today .
Had it been realized , no one would have dared to violate the skies of Doha or any other Arab capital .
And a unified leadership would have existed , speaking in the name of all Arabs and enforcing deterrent equations respected by regional and international powers alike .
International law can always be breached if not backed by power that compels respect .
Charters and agreements do not stop aircraft or halt aggression , only power creates respect and makes sovereignty a red line that cannot be crossed .
And power cannot be comprehensive or effective unless it is unified under a common banner .
We have seen how the world reacted to the mere accidental fall of Russian drones in Poland .
The world was up in arms , considering it an attack on the sovereignty of a NATO member state .
So how can Arab skies be systematically violated without anyone moving ?
The answer is simple : because we did not have a unified Arab army to enforce deterrence , and because we abandoned a project that could have changed history .
What we see today in the violation of airspace is not just betrayal or a wrong sovereign decision , but the direct result of our failure to build a cohesive Arab defense system .
The absence of a unified army made every state an easy target , giving major powers a green light to intervene as they wish .
And it left Arab peoples in anger and despair as they watched the very skies meant to protect them become tools in the hands of their enemy .
Those who once rejected the idea claimed it was to protect national sovereignty , while sovereignty today is being violated before their very eyes .
They feared that a unified Arab force might become a political burden , yet its absence has proven far more costly , opening the doors to every kind of intervention .
The irony is that what they feared has happened in reverse : sovereignty has been lost instead of preserved .
The unified Arab army was never a distant dream , it was an existential necessity .
And every day that passes without its return to the table is another loss added to the record of Arab decline .
The greatest lesson is that sovereignty cannot be protected by slogans or wishes , but only by a credible deterrent force , a unified army , and a decision that cannot be bought or sold .
And what next ?
Now that the skies have been exposed and betrayal revealed , is it time to reconsider the stance ?
Do the capitals that once rejected the project realize that the cost today has multiplied many times over ?
History grants very few opportunities , and once lost , their price is paid by generations to come .
